My Brother just built me a Computer and its not accepting the..
Windows Operating system.I dont know of any reason it would do this..
Windows just wont take 100% and it starts over....

Please give more information. Error messages? What stage of the installation does it fail at? System specs?

I would probably have to ask him...
I watched Windows start to install and it looked like it was done and..
It reboots and starts over.He has tried using different hard-drives but no luck.
Seems like it installs 100% of it and then the computers restarts...???

That's normal if you are talking about windows restarting from a screen wit ha blue background and a yellow progress bar. It should then boot from the hard drive and continue installing.

It doesnt continue the install it restarts and starts all over again.

Could be a number of things with that vague description.
Memory: If he has more than one stick take one out and switch between slots try the install / reboot with that.
Could really be GFX or any of the other peripherals.
Could be a scratch or dirt on the cd.

How good are you with computers?
Where did he buy the parts?
You need to look at the parts, what motherboard is in it?
Memory/ram - we need that - type / how many sticks and how big each stick is
How many drives (DVD/CD) are in it?
Video card?
sound card
Are there any extras? like card reader?

Has your brother ever built computers before?

Usually what I do, is tell people to disconnect everything, then go back and put it back, one by one if needed. You need a video card, at least one stick of ram/memory a DVD/CD drive, hard drive. If there is a sound card, it stays out until you know the computer runs.

Post back with your skill level and parts.
We'll go from there.

Sounds like something isn't compatible.

I would agree with this option. When the installation is done windows reboots the machine in an attempt to boot off of the hard drive, but if the disk is in the drive, and the CD drive is set in the CMOS as the primary boot device, it will boot off the CD every single time. Remove the disk so it can check for the install on the hard drive.

Usually it says, push any key to boot from CD/DVD. If you do not push anything, it automatically boots from the hard drive.

In the bios the boot options should be set as CD/DVD 1st
2nd - hard disk
3rd I usually disable
