Default Is it that freaking hard to write software that runs properly as a non-admin?

What's the deal with software that requires full local admin rights to run properly? Is it really that difficult to run with limited rights or do the programmers just need to be beaten with an iron pipe for being stupid and/or lazy? I got a call the other day from a FedEx rep complaining that their software wouldn't run properly under a limited user account. Well sorry, we're not going to give everyone local admin rights because the users would have 15 toolbars and a dozen spyware apps on them by the end of the week if we did.
