point is looking at ubuntu for instance it has impressive graphics that my card can run and its circa 2004 so yes aero graphics requirements are a bit assanine
with that said vista still rocks!
Pretty much anything 2003 and newer is pixel shader 2.0 compliant. 3.0 maybe not but 2.0 definitely. Even the old GeForce FX 5200 series of cards was pixel shader 2.0 compliant. You shouldn't have a problem with Vista.

NOPE.
radeon does not support anything for vista lower then the 9500 series
i have the 9200SE ran beautiful on XP pro, does on vista minus aero, cant use the movie maker, but dont ever use it so.
, but im sure radeon could make their cards compliant, they just dont want to
