if someone uses an internet cafe or a library and they don't have internet svce/e mail address, will the library or internet cafe provide one for the user or does the user have to be subscribed to an ISP? I never use public computers so I don't know how this works

Just sign up with Yahoo!, Hotmail, Gmail, Lycos, etc. There are plenty of free web based email services out there.

Sign up for Gmail. Forget the others. But you really should spend $10/mo and have your own custom email.

I work with the mentally ill and one of my clients asked me about it since they were in an internet cafe and tried to enter in an e mail address but they didn't have one. Since i don't use the public internet I didn't know how it worked

Well, I have it on my server that I get hosted. It's a reseller plan for $10/mo right now, but I'm looking at a dedicated in a datacenter near by XD.

Do you actually think that someone who has no home computer or internet access and uses only a cafe or library has a server or a host??

I've read many of your replies and they are pretty far off target to what the OP was asking, I would suggest stopping to think before you reply in the future, your not helping anyone.

You can get a Gmail address without even using another email address as a reference.
