There's a lot of filters that will do this, the trouble is all the detail is already gone which is the real damage that jpeg compression does. That cannot be restored, these filters just smooth out those areas. I use neat image quite a bit but for basic boise removal, it does have a setting for atifacts. The demo is freeware for non commercial use. I don't know what the current limitations are but the older free download limited the output format to JPEG.

Exactly, the detail is gone and well, it's gone. You can't un-ring that bell.
