Dell AC adapters have a chip that identifies itself as a Dell unit. If a non-Dell unit is used, the laptop allows the unit to operate, but will not charge the battery.
Is this adapter a non-Thinkpad unit? Perhaps it is working the same as many Dells.
3% available (plugged in but not charging) Thinkpad T61. Battery icon is blinking. What is the problem as it happened today after 4 yours. Pls give me a solution
I've seen this problem on Dell laptops. Have you checked the manufacturers website for and patches or updates. With the Dells, all they needed was a BIOS flash and they have been great ever since.
I found this on their site. Try it out and see if it gives you any help. Battery MaxiMiser

It's a Lenovo, not a Dell. If I was a betting man, I'd bet the power connector on the back of the laptop broke. It's a common problem and a T61 has got a few years of age to it by now. A competent shop can fix it.

When the battery status shows "plugged in, not charging" it's unlikely that the power jack is the problem, otherwise it would show it was running on battery power and wouldn't be detecting that the power supply was plugged in at all. Considering the age of the laptop my money would be on needing a new battery.

I know it's a Levono. That's why I linked to the Levono support site.
NHDave already covered what I was going to say about a broken jack.
