How do I secure an Administrator Account on my Vista Home Premium, to secure backing up my files? Thank you,

It's not clear what you're trying to do. Can you describe your objective more fully?

Best thing to do would be to create a separate administrator account to use ONLY for administrator tasks. Then downgrade all of the other accounts from administrator, including the account you use on a day-to-day basis.

Vista pretty much already does that unless you blindly click through every UAC prompt.
