Clamboy, even in Massachusetts one has to pay an "excise tax" (a flat tax rate) for a car there every year.

I transferred the plates from the Passat to a Corolla so I was assuming they would adjust the bill to just owe the month of January and then wait to get a bill for the Corolla. Also, they want me to pay the entire year of Waterbury and then get a supplemental bill from Bristol and pay that as well! Can someone shed some light?

Also, off topic - does anyone know how long your registration lasts? Is it only a year now?
Supposedly, you have the option of taking your new bill from Bristol to Waterbury showing 1) that you did in fact move and 2) that you were issued an interim bill by another jurisdiction. Waterbury should credit you for the same number of months (8 - February through September 2007) that you were billed by Bristol.
