Harwinton is a town that is located southeast of Torrington. When they says Harwinton line, I believe he or she is saying that they bought a home near the Harwinton town line, so that would be in the southeast portion of the city. This a nice area that has seen a lot of development in the past few years. Jay

PS - Harwinton is a small rural town.

There are many parts of torrington that are quite run down and just not desireable, but some of the outskirts are nice- when people say harwinton or litchfield line area they are speaking of the nicer areas, as for revitalization- they have been talking about that for years and nothing has become of it yet, so dont count on it. I also would not consider the down town area of torrington quaint at all, hey many may disagree but its run down in many areas.
Goshen and harwinton are both rural areas , there is minimal shopping but tons of woods, the downtowns of both are quaint.
Basicly if you look at a map and draw a line from torrington to the west and to the north - all the areas contained it offer seclusion and tons of outdoor activities.
If you are looking for inexpensive- winsted is the next inexpensive in line and still a low crime rating while being 5 minutes to a forest for hiking, lake for swimming or a river for boating. If you can afford alittle more - then barkhamsted, colebrook, new hartford, riverton and norfolk are also close to forests, hiking and outdoor rec. Riverton and new hartford offer the best downtowns but VERY small, winsted is larger (i live here) but still has a couple of old factory buildings that are eye sores.
Those are towns that come to mind but im sure there are others.
