Going by the mention of Bushnell Park, I'd guess greater Hartford.

Firebox is a nice place in Hartford... Firebox Restaurant

I also like the Pond House at Elizabeth Park. It's pretty any time of year. Pond House Cafe

On20 in Hartford has great views of the city at night.

I agree with On20 as my #1 pick. Firebox is great too but not quite as fancypants as On20. Depends if you want that or not but you can't go wrong with either.

On20 has the reputation of being the best in Hartford. Bricco and Barcelona are always reliable in West Hartford.

grants in West Hartford is good. Briccos in Glastonbury is also very good. Sakura in Glastonbury is good. For a burger plan B is tops but not exactly intimate, it is quite loud. Carbone's is fantastic.

I also like Morton's in Hartford, if you're looking for a steak with potatoes and creamed spinach, done perfect. Way way better than Ruth Chris in Newington.

Any of the Max restaurants are good, also not really intimate though, but food is good.

I would skip Blackeyesallys and Hot Tomatoes, had unmemorable meals there each 2x, I always give a restaurant a second shot unless it is really bad, both placed didn't impress us both times we were there.
