Whoa! Farmington, West Hartford? You can save some money and headache with the traffic mate. While these towns are solid places, if you're planning to run economical and save some money, I don't think anything beats Manchester with your description. Manchester has a little of everything: malls, places to eat, places to shop, etc. And it's on the Eastern side of Hartford which makes commuting to Hartford a bit easy on you.

Manchester is totally safe. In fact, all the towns mentioned above by various posters are safe. I nominate Manchester, OP. Nonetheless, whatever you choose, good luck! And welcome to New England!

Good call on Manchester! I'm from west of the river so I always forget the east side of river.

If your budget is a little low for these towns try West Hartford, Avon, or Farmington. They are not as upper class as Glastonbury or Marlborough, but they are also great towns and have a lot. In fact those towns might be closer to downtown hartford than the more upper class towns I listed. But landscaping is not as good as Glastonbury, and also overall Glastonbury and Marlborough are better towns so look at them first.
I don't necessarily agree with you on this. West Hartford may be more diverse than Glastonbury, having a wider range of housing types, but I would not say is is less "upper class" than Glastonbury or Marlborough. And Avon is probably more "upper class" than any of these, with Farmington being about the same.

As I have said, West Hartford offers a lot. I also think towns like Wethersfield and Newington would be good. Manchester is another good recommendation. Jay

Rocky Hill is another town with a lot of apartment complexes... although that's a moot point now.
