I will have to travel between Hartford, CT and Baltimore, MD every other weekend,
What would be the best way?

1) car driving from Hartford to nearby costal city where train stops, parking car in the train station over night.
, train to NYC, bus from NYC to Baltimore

or,

2) just car driving from Hartford to Baltimore
or,

3) car driving from Hartford to NYC, bus from NYC to Baltimore
or,

4) else?

I love to drive so that's what I would do. I'd also take the longer route (84/81 etc). It's an hour longer technically but it won't have as much traffic so it would be closer in time than my map is showing. It says no tolls but you may have the $1 toll in Newburgh. You'll avoid the GWB/Tappan Zee and the city.

If you reserve in advance flying Southwest from Hartford to Baltimore can be about the same as the train. It's about an hour flight and they run about every two hours on weekends.

This would be my suggestion as well.

Why would you take a train to New York and switch to a bus? Note that the Port Authority Bus terminal is not that near the train stations. If you do not want to drive, go to New Haven and take an Amtrak train directly to Baltimore. You could also take a bus from any major city in Connecticut to Baltimore but I have no idea which bus-lines do that.

If you drive I recommend avoiding New York City completely. Use the Tappan Zee Bridge (I-87) to cross the Hudson River and then catch the Garden State Parkway south to I-95 south. Then follow the signs to Baltimore. Jay

Why not just take Amtrak from Hartford to Baltimore?

Thank you for all advices...

If I drive, which ROUTE could be the shortest time?

How about this way?
Hartford I-84, Waterbury, danbury,
fishkill, middletown, port jervis, scanton,
I-81 south,
Harrisburg
I-83 south
York,
Baltimore

It depends on the day of the week and time of day.

This way is fine. Significantly longer (in terms of mileage..not necessarily in terms of time), but nearly toll-free and much lighter traffic volume than the I-95 parking lot.

However, as I'm sure you're aware..much of I-84 in CT west of the river is a mess during peak hours. Once you're west of Danbury, the remainder of the drive will be congestion-free.

I-81 is a really nice drive, but loaded with trucks.
