I didn't read the article, but the reason for our low fatality rate is largely due to our congestion. More accidents per capita, but they are lesser in severity.

Indeed, one of the things I used to appreciate about driving in Manhattan is that you were likely moving slow enough to avoid fatal accidents. The same article shows the whole tri-state area doing as well(or better) as CT's portion.

Those stats are statewide.

I can go from 84 to Logan for under $5 on the mass pike.

Again Pay taxes into general fund and gas taxes don't need another added tax with associated employees and infrastructure to collect it.

They should, but not gonna happen so easy. Public Unions have CT in a headlock right now.

Given that I believe almost every privatized highway in the US that has been tried in last 10 years has failed (like the Indiana toll bankruptcy) I'm not sure how much we could actually sell the rights for. Interesting concept but I have my doubts.

Because if they're expensive, people will go around. Oh and 10 dollar tolls will do nothing to relieve congestion Just look at the tolls in nyc metro area as an example

Feds won't allow border only tolls, so forget about that. All three of those CT/MA border tolls can be driven around easily. Those tolls will only increase traffic on local roads.
