well, the guy has one of the few residential homes left on Route 44 in Avon, so I think he's concerned that an already congested road will have a few more cars per day on it.

Times change and so does reality. If you buy a house on a main road or RT then why be so shocked that the road might eventually get busier one day ?

No clue - maybe the guy bought the home 40 years ago when Avon was a much smaller and less busy town?

Even then it was a busy road with shopping centers and car dealerships on it. Many of those commercial buildings are now over 50 years old. The Farmington Valley Mall (where Stop & Shop is located) was built in 1972 but some of the other centers were built before that. It has been very clear for a very long time that this was a commercial area where there is a lot of traffic. Jay
