I think you are confusing West Hartford and Hartford itself. Totally different communities. West Hartford is not dangerous at all, has an excellent school system and quite a bit to do.
You can find a smaller, older one bedroom in West Hartford in your price range. It won't be luxury, but it will be workable with the modern conveniences. I recommend Craigslist for apartment hunting here, as the better deals are often to be found from individual landlords than large management companies that control hundreds of units.
