Waterbury has alot of slum areas. Its not as violent as hartford but drug sales, drug abuse, theft and burglary are RAMPANT in the city. Most of North End and half of South End is drug infested slums that are predominantly hispanic or black. If you find a good deal that works for you in wtby my best advice is to live close to the 8 hwy or I-84 as theyre the fastest ways out of town. the West side by naugatuck valley community college as well as the area around teikyo post is nice. the east side going towards cheshire is also a better option. North of Lakewood road is not bad either.

I'd definitely stay away from lower North Maine and lower Cooke St. But North Main above Chase Ave is fine and Cooke gets better as you go further up. Long Island is my childhood home and the most similar neighborhoods I've found are Town Plot and Upper Fulton/Columbia Boulevard. Town Plot is much safer in my opinion. Upper Fulton/Columbia is closer to downtown and the general rule in Waterbury is the further from downtown, the better. There are some very nice town house style condos on Oronoque Rd., some nice ones toward the Wolcott Line, and other sections I'm sure. It really depends on where you will be working.

There are lots of nice safe towns in CT where you could get a townhouse. I am looking in the New Haven area on the coast for retirement. Take a look in Branford. I have looked at a lot of condos in the $200,000 to $250,000 range. They have tons of condos in that price range. The taxes are very good too in Branford. If you buy a $200,000 condo in Waterbury, Derby and Hamdem your taxes will be about 1.5X+ higher.

There are some townhomes where a lot of young professionals live and they are in a nice area. Here are some. They have a nice pool too and recreation area.

I am sure there are lots of other nice towns in CT where you can get a townhome in your price range also.
