I lived in Providence. It is worlds ahead of Hartford.

Can anyone offer their perception of what the boundaries are of the safe neighborhoods? So far I've seen people say that the West End and Downtown are safe. For each of these neighborhoods, what would you say is the northern, southern, eastern and western "boundary," beyond which it might not be safe? (For example, maybe the West End is safe as far south as Farmington Ave., etc.)

The areas of the city are all decided on where they are located in correlation to Interstate 84. For example: when someone says they are north of Interstate 84, they're in the North End. The worst neighborhoods in the city is in between St Francis Hospital and the car dealerships off of Interstate 91. They're only about 2 miles apart. There is a slight spill over across Interstate 84 and into the south end but it's not too bad. It's gotten better over the years. To answer your question directly, the safest neighborhoods are between the University of Hartford and the corner of Farmington and Prospect Avenue right near the West Hartford line. Once you go northeast from the University of Hartford, the worst it gets.

In the West End I wouldn't go south of Farmington Ave or east of Sisson Ave. You could maybe push it to West Boulevard but no further than Capitol Ave.
