There are two that are still separate:

- You got Groton right (Groton City is in the western portion of the town)

- The other is Winsted in the central/east portion of the town of Winchester

Willimantic is no longer a separate city from its town, Windham. It was unicorporporated back in 1983. Jay

Whereas Groton City still has a separate government from the Town of Groton, Winsted’s government was merged some time ago with the surrounding Town of Winchester. I thought Winsted was similar to Willimantic (and Rockville) in that regard.

Groton City functions like a borough since it’s still part of the Town of Groton.

I can't find out further about the winsted govt situation further but AFAIK it is still incoporated in only part of Winchester. If what you're saying is also true then it exists in a very gray area where the city is still technically not coextensive with the town, although there are no consequences of this
