yet another "might move to Hartford area" request
Just got contacted about a possible job offer in Hartford. The only climate thing I worry about is the humidity. Lived in the New Haven area.in fact in West have on Old Post Road. ideally would like small house in safe quiet semi rural area. Have a dog and four cats, so purchasing is probably my only option. With gas prices high a shorter rather than longer commute woudl be preferred, but if the area is on a public transportation line that's fine too. I'd be workind in dowtown hartford.

East of the Connecticut river and Hartford would be the cheapest, locally and most towns would have Public transportation into downtown Hartford. South Windsor, Vernon, Manchester are all good towns to consider. Glastonbury is more upscale and a modest home will cost more.

I would consider the towns immediately surrounding Hartford. West hartford is the most upscale and probably the most expensive. It has a great downtown and a large range of housing options plus there are a lot of buses into downtown.
Another nice but less expensive town would be Wethersfield which is immediately south of Hartford. There are many nice small homes and Old Wethersfield is one of the most charming and historic areas in the state. Again there are a lot of buses into downtown.
Windsor and Bloomfield to the north are also very nice with a lot of housing options and just across the Connectiuct River is East Hartford. All three have very reasonable homes in nice neihgborhoods. I hope this helps, Jay

The humidity can be bad in the summer but after 6 months of dry winter air, you actually kind of enjoy it. Central air is not a standard home feature because we don't have the constant humidity that you do further down on the east coast. Most people can manage with a window AC.
As far as towns go, it's really up to you and your budget. Windsor might be a nice choice because it's relatively less expensive and has a small town appeal but is just north of Hartford. East Hartford towards the Glastonbury line is very affordable. Other towns like Glastonbury, Simsbury, South Windsor and Wethersfield all have rural feeling areas but are pricier. All of these towns have commuter lots where you park and take a bus - Windsor, East Hartford and Wethersfield should have more accessible regular bus routes in addition to the commuter lots.

Humidity is pretty much a problem wherever you go in the state during the summer months, but it's usually bearable (except for this past heat wave we had, 98 degrees and 95% humidity....ouch!). As far as Hartford I would stay away from living in the actual city but West Hartford is a very nice place to live. I'm not sure on house prices though.

There is nothing wrong with living in the City of Hartford. The west end and downtown are very nice. You could find a nice house in the west end cheaper than a half mile down the street when it becomes West Hartford.

I'll throw in a vote for my town of Marlborough. It is semi-rural, very quiet, but amenities are a short drive away in Glastonbury, East Hampton, or Colchester, depending what part of town you live in. There are also three commuter lots with express bus service to downtown Hartford. It is also only about 15 miles away to downtown. Driving is easy enough, but I like having the bus option too. For bus schedules look for the Marlborough/Colchester Express bus on the CT Transit website.
I like it here because it feels like I am out in the sticks, but realisticly I am less than a 15 minute drive from Stop and Shop, Whole Foods, Home Depot, etc.

The OP is looking for a quiet/semi-rural area. As a resident of Hartford, I wouldn't consider it semi-rural, my neighbor's house is, literally, 12 feet from mine!

At least you don't lack togetherness.
I'm about 20 feet from my neighbor to my right and since I'm on a corner the other closest neighbors are across the street.
