Anyone Familiar with HDF

Hi,
Is anyone familiar with the Housing Development Fund? I see that they offer first time homebuyer programs. I'm interested in the program they offer that loans first time buyers a interest free $10,000 loan to help with your costing cost and/or downpayment. You don't have to pay it back until you sell or pay-off your house. Has anyone heard of this program before?
