How did the state just...run out of money in the 70's when they were paving it...IF ONLY THEY BUDGETED ACCURATELY AT THE TIME!

They did not just runout of money while paving. Roads are built in sections, usually for costs reasons. The state rarely has enough money to build an entire road so they build it in sections. They built the first section because that was the easiest. the remaining section is harder because ti goes through wetland areas and there were other proejcts with higher priority. Jay
