Windsor and Bloomfield are both decent towns, both with sizeable, middle-class black populations. Windsor is actually one of a handful of towns nationwide where household incomes for blacks is higher than for whites. Schools here are OK, but not oustanding. The neighborhoods near the town center area are especially nice, with many old, historic, well-kept houses here.
Bloomfield overall is nice but the schools right now are some of the lowest performing in the state. Which is a shame because it's not a bad town but when news facilitates about under-performing schools it hurts property values. Still, the town is working hard to change that. The areas closer to the Avon and Simsbury border are especially nice, very rural with more open space.
Most of Hartford's inner suburbs, those towns that share a border with the capital city - West Hartford, Newington, Wethersfield - have small but notable black populations. And the schools here are better than the first two aformentioned towns.
