Umm anyone can "learn", but how many will truly be good at it? Hey anyone can learn to be a surgeon too, right? That's the problem, good programmers/engineers are not valued because the majority of managers out there have absolutely no technical background whatsoever.

Yup. Too many chefs spoil the broth.
