haha thats funny, most of the time you here of people moving away from connecticut to florida but i gues thats not the case
well hartford has a nice music scene going.
as for a nice place to live.. everywhere has SOME problems, but for the most part the only places you shouldent move to realy would be the havens (i.e. new haven, west haven (alot of people here in fairfield and new haven county refer to it as WASTE haven haha), east haven, and maby parts of north haven but north haven actualy i have to say is pretty decent.), milford is reallyy redneck'y and has its share of problems so i wouldent move their, even if its in the northern parts. take it from me, im in milford ALOT.
bridgeports ok. as long as your living in black rock, brooklawn, or the north end.
stamford's ok as long as you dont move to the west side.
umm waterbury i dont know all that much about
hartford metro area is ok as long as your not living in any of the inner-cities (i.e. the inner-cities of hartford, weathersfield, and new britian)
if i were you id move to the very rural and small-town areas in eastern and north-western connecticut! go to google maps and check out some areas on street view, very great place to raise a family!

Where do you get your information? Wethersfield isn't even close to being an "inner city." Milford is "red necky"?
I also don't understand why you would recommend rural towns to the OP as they seem to be looking for an area with PEOPLE, since they would need an audience to play for. Also, eastern & NW parts of the state aren't close to anything, much less a good music scene.

I must agree with Heather. Wethersfield is not anywhere close to being "inner city" and Milford is not "red-necky" AT ALL. Jay

To get back to the OP's question, CT's indie/punk scene is small-ish, but there are some signs of life. New Haven is the main center of activity, and Manic Productions puts on shows there, as well as nearby towns like Wallingford and Hamden. Thanks to Two Boots and others, Bridgeport's scene seems to be growing rapidly, which makes sense since it's in the perfect position for indie/punk/hipster/boho types: close to NYC, but not yet gentrified.
There's also some activity in Hartford (via Rock Yer Socks) and Danbury. Waterbury used to get some good shows, but Brass City Records doesn't seem to be the center of activity it once was, though the folks at CT Indie (here's a second link) are putting on shows there, and other places as well.
If I were you, I'd take a look at Middletown, which is a shortish hop from Hartford and New Haven, and which has a little bit of activity of its own, thanks to the presence of Wesleyan and a well-planned revitalization scheme. If you want to be closer to NYC, look at Bridgeport, though you have to be careful.
I think that mini-tours in CT are a great idea! You can hit a bunch of different smallish cities, not have to pay a lot in transit costs or housing, and get to meet a different crowd in each town, which in turn will appreciate the boost you're giving to the local scene.

Great! Do let us know where you decide to live, and how things go. It'd be useful to have feedback on some of the various "scenes" from a newcomer to the state.

Black Eyed Sally's in downtown Hartford has great live music, mainly blues.
The Webster Theater in Hartford also gets good acts and ofcourse the XL Center (I still call it the Civic Center) and the Comcast Theater (I still call it the Meadows!) have the larger touring acts.
