Sounds like a difficult situation. If time is short, why don't you take her cats while she is in Poland? Then, when she gets back, she should find a new place to live. Landlord/tenant disputes are not often resolved quickly.

Nonsense. In any case, she should reach an agreement with the landlord on this issue before going away. Did she talk to him at all? Unless otherwise stated in the contract, the tenant may have anyone visiting her and its not the landlord business. She should explain that the visitors come only to care for the cats. (As suggested above, maybe in the meantime you can care for them in your place...)
That said, there might be issues you aren't aware of. Maybe the landlord is afraid the visitors do more then caring for the cats (like something unlawful or damaging). Or maybe he included a paragraph in the contract that says - no visitors allowed. (Some landlords of cheap/sleazy places will do that to prevent prostitution or drug trafficking).

The landlord cannot, by law, restrict visitors. The only exception is if something illegal is going on, or there have been multiple complaints about a specific individual, or if there is an individual living there who is not on the lease. Tell the landlord he is NOT within his rights to restrict visitors, and if he has a problem with it, he'll have to get over it.

THE LANDLORD CAN RESTRICT PEOPLE COMING OvER WITHOUT THE TENANT PRESENT. PERIOD.
He's doing the right thing. Last thing he wants is copies of keys made or original key passed around. Or damage done by someone other than who's on the lease. It creates a legal mess!
Better find a home for those cats.
She needs to talk to the landlord and make him feel comfortable on who will be watching the cats. Maybe all meet together?
