Western (Connecticut State)
In Danbury, a city of about 90k
It's like 20-25% non-white
I knew a gal from New Jersey who got in with a 940 on the old SATs
and full time population is about 4500 students

I completely agree with Western. I was going to suggest it as well.
Has a Midtown (Urban) campus for undergrads, and the Westside (suburban) campus for upperclassman. Great school w/ wonderful resources.

WCSU acceptance rate for 2008 was 54.8%
SCSU was 62.6%
CT State Universities are becoming more selective as the number of applicants rise.
I don't know how easy you are looking for:
Mitchell College in New London
Post University - Waterbury
Albertus Magnus - New Haven

Just about all of the CSU's fit that description depending on what you consider medium size. U of Hartford does also, maybe Quinnipiac.

I wouldn't consider Eastern. It's on the edge of Willimantic yes, but it's out in the middle of nowhere. Willimantic isn't even that big of a city either.
I believe it's the smallest and whitest of the four too, but I'm not 100% sure on that.

Quinnipiac is not ethnically diverse. They actually just were in the papers not long ago with the problem of racial motivated attacks on the dorms of minorities. There are only predominantly white greek life on the campus and only smaller organizations open to other cultures.
Sacred Heart University has become a much more diverse school. They recently opened a huge recruiting program of asian students to the Pre-med program and the school as a whole you would notice is more diverse. They have the only openly multicultural fraternity in CT on their campus and have much more multicultural organizations that do a great amount of community service in the Bridgeport area.
Just my thoughts.

The University of Hartford and Qunnipiac are not east to get into.
Also, I believe Eastern has 5,500 students.
Since when in 30 minutes from Hartford in the middle of nowhere?
