There is no line on the amount, the line is drawn at keeping them. "Time shifting" is just as it implies, you record the video for watching it later, then erase it. I'd assume watching it a second time would be illegal act.

One more question- I have a Motorola HD DVR QIP 7261 box. All the recording I want to do is DVR to Dvd. It there a certain dvd recorder to suggest? Also I want to record some news programs from local stations that are on my DVR now. Is is likely I can do this with it being scrambled like they would with an HBO movie?
