Most people have never seen a truly flawless picture. I have, numerous times, but I don't claim to know how to reproduce what I've seen. Fortunately for me I can be happy with with a good satellite or BD picture on a top tier TV.

Regardless of the refresh rate of your TV, you'll notice a difference in resolution (sharpness) on it. A 1080p or 1080i (assuming your TV has a lower refresh rate) picture always looks better than 480p, unless you're myopic and do not have glasses handy.
