I have the problem again but it didn't set off the surge protector. Had a licensed electrician check my outlets and they are fine and line voltage is perfect. I'm having Culligan repairman come out again next week. I can get rid of the error code by holding in the Status button for 10 secs per instructions. I don't know if the softener is defective or if the homeowner is expected to constantly monitor the readout in case it needs resetting. This'll be my last post unless I learn something worth posting.

As I said before a surge protector wont help. The softner in reacting to a power draw down from something else in the house. So I still advise to have the fridge and HVAC checked. Have you had any small electronic devices in your home that lasted less than you would thought they should have (usually a cordless phone)?
