I have a TI-1795+ hand-held calculator, which was marketed from 1996-99. It's been sitting on my desk for about 15 years, is covered with grunge, and every once in a while I have to lick my thumb and wipe off the solar receptor. It works from an ordinary 60-watt lamp on my desk, but the display fades out after a couple seconds if I put my hand over it.

What is the range of limitations on how long a solar power device would continue to work in daily use?

I also have a TI-36 Solar, which is about ten years older, but I keep that in a drawer in the dark for most of its 25 years, and it works like a charm.

A solar panel should never fail.

Buy a new one, they're like $20. The ones I buy are $8 because all I need are the basic functions.

The battery or a capacitor is more likely failing than the solar cell. Batteries have finite lifespans.
