The trimmer will work if you buy an adapter for the plug before you leave, it will be really hard to find here. Our outlets are not the same, but we run 110-120 volts AC which is within your range. For the phone you may have a problem. No outlets are 150VAC, we have 220 but that is very limited in availability, used only for stoves, clothes dryers and large power tools, and there is not likely to be any plug adapter made for it since they are about 2" in diameter.
You can buy a universal charger, plugs into standard wall outlet here and they can be set to whatever voltage is required by the device. Just be sure to check it has sufficient amperage at whatever voltages you need.

If you are lucky, and it is a USB type plug you can buy any charger here that has a USB type system.
Just make sure the plug fits your phone !!
Check what the output of the charger is, you have now.
Samsung connectors on the base of all phones are the same. So he would just purchase a generic 2.1A charger for the S3 and it will work and charge quicker.
