Whether your TV has to be on or not is according to where you have the recorder installed in the signal line. If it is wall outlet, recorder, TV, TV does not have to be on. If it is wall outlet, TV, recorder at TV, then TV must be on. If the 'simple' DVD-R doesn't have a 'tuner' things can get complicated and you will probably have to use the TV tuner for channel selection.

You don't need a tuner, since that is what the cable box is for. A timer will only work if the recorder will turn the cable box on and tune it to the correct channel.

OP will almost certainly need a second cable box for the DVD recorder, which most cable companies charge a monthly fee for, in order to watch one show and record another.

True, unless his TV has a QAM tuner and the cable company hasn't made the switch to requiring a box. Or he may be able to use an OTA antenna if that gets him enough channels for the second picture.

I can't because I'm not up to speed on current models. I'd rather give no recommendation than one that turns out to not do what you want. You've already wasted time on one that didn't work for you!

I have an ilo if you are still looking for a recorder.
I replaced it with a Samsung recorder cause I wanted hdmi connection. I haven't used it in ages just sitting in my closet. I mainly used the hdd to record my shows.
