I have a Dish DVR that holds 100 hours of TV shows. My trouble is that it is filling up with archived programming and I need to move it off the DVR and store it on something else- maybe DVDs or another hard drive. Is there anyway to do this short of transferring analog VCR and back to digital storage? Can you do digital to digital?

If you have a Dish Network DVR, it has an Ethernet output.
You should be able to input directly to you computer and edit and burn to a DVD or save it on another HD.
