I do not know why there would be a cloth on it but there are many square or rectangle HD TV antennas that it might be.

A cloth covering could indicate some sort of wind noise suppression like that used on a microphone.

The old wireless antennae formerly used by my ISP on my roof was about a foot square but it was plastic covered.
