Is there technology to monitor a security camera remotely with no internet connection?
This seems to get around the home wifi connection requirement. I have a Simplisafe alarm that is monitored by its own cell connection and they just announced adding cameras but haven't seen how they are monitored.

Cellular data or WiFi data.

I have Foscam. Piece of crap. Had a problem and asked a question in their forum. It's been over a year. No answer. They're sitting on a shelf and I'll be dumping them soon. Just garbage.

I guess it is the luck of the draw, I have 5 of them and no problems whatsoever but I did have one at the beginning that I bought online new and had a problem with it, called them and they sent me a new one and a paid label to send the old one back.

As I wrote somewhere above, there is no more Foscam company, the new company is www.Amcrest.com

Since you have been waiting for over a year for an answer, I would assume you had problems in setting them up. Kind of unfair to judge something just because you can't figure it out. I have four indoor foscams and they've been going strong almost 5 years with only the occasional reset required. I access them from my phone or any other PC that has internet over a web browser. What was the problem with your cameras, maybe I can help?

I've since dumped them. I found myself spending way too much time trying to resolve issues.
