All smartphones sold nowadays have actual GPS built in. Navigation works just fine when you're not connected to towers. You just need an app that allows you to preload the map data, like Here Maps.

Any modern smartphone certainly DOES talk to those same satellites that a "true GPS" talks to.
This is why you can download Google maps to your phone, and then turn off data on your phone and continue to use it and know where you are.
You can turn on WiFi and 4G and have even better accuracy then just GPS alone.
Relying on only cell towers would not be ideal.
