I am very well aware of the difference between the refresh rate and FPS, if the refresh rate exceeds the framerate it is simply refreshing the same frame numerous times.

My parents bought a 55 inch LG LED a few years back, probably around 2011 or so. It was $1200 at the time so it was one of their better ones, this was when the prices were starting to come down and the tech had some time to mature. I haven't seen any problems with it.
