Previous home owner left this on the washer and dryer and I have no idea what it is. It says " timed cycle only" and " place over bottom of door opening"

Attachment doesn't show, but my guess is it is a shelf for drying things in the dryer that can't be tumbled in a dryer safely. Some sweaters, perhaps slippers or stuff that can deform.

This is an air dryer tray. It doesn't go into the dryer. You put your clothes on it, when you don't want to put them into the dryer, like delicate pieces of garments.
It works like this:
