This is true for high gain outdoor antennas. Are you suggesting such an antenna for a FM radio for inside a house?

That is not true at all. Engineers did recommend that all TV stations using channels 2-6 be given new frequencies as these channels perform very poorly with digital television, but the recommendation was rejected.

In fact one of the largest broadcast stations in the nation (ABC in Philadelphia, Pennsylvania) uses VHF channel 6.

WPVI first air on September 13, 1947 and used channel 6 for fifty years. Then it switched to channel 64 UHF from 1997–2009 . In March 2008 (UHF TV channels 52–69) were auctioned off and bidders got full use after the transition to digital TV was completed on June 12, 2009. After that date WPVI it returned to broadcasts on channel 6 and tens of thousands of households lost reception from home antennas.

Most BORAs are capable of receiving the full TV and FM spectra, but sounds like you need an indoor solution. Do you have your own attic?
