For a big ol' CRT set like you describe, a permanent tint usually means that one of the electron guns in your picture tube has gone bad.
It might be fixable with the "impact maintenance" technique mentioned in post #2.
If that doesn't cure it, then replacing the picture tube will likely cost more or just a bit less than replacing the TV. If you're fond of this TV and sure that you won't need a new set after February 17, 2009 (when analog TV signals are turned off for people who use antennas), you may want to pay for the diagnostic by a technician, on the off-chance that there's a different problem, like a component on a circuit board.
