A friend of mine who lives in the city used to have a system set up where she had two cameras capturing footage in her extended driveway, one off the garage and one off the side of the house. This footage was linked to a TV in her house and could be viewed on Channels 102, 103. You could monitor the exterior of your home while relaxing in the comfort of your living room. Two questions:

1. Is this legal?
2. Is this hard to setup?

As for whether it's legal, you should check the laws of your state. I've heard in my state that it's legal to point a security camera at your own property, but not someone else's property.

I've never set one up, but I would guess the difficulty centers around how hard it is to run the wires to the places you want to put a camera. If you go with wireless cameras, the cameras just need to have a place to plug in to power.
