I wonder why more of Cookeville didn't fill theirs out and return them? 154 out of 400 isn't all that good of a return.

Thanks LLuce, I didn't know a survey had gone out to the public, I don't know anyone who received one. Very interesting, I do have to wonder if 400 were sent out!!

Well it seems, according to their own explanation, that their 2003 survey didn't get the conclusion that they needed so they redid it based on different methodology. However, I would have thought they should have used a little bigger sampling in hopes that they would have gotten more responses. At only 400 survey's being sent out to 12,791 city residents, you would have to be very lucky to know a person that got one! LOL!

What's important is what they do with the information they received.
