Default Apartment Leasing Advise

My job notified me I was transfering out of town, I gave 30 day notice and agreed that since my lease is not up until Oct 31 I will have to pay a buy-out.
In the meantime my job notified me I would not be going until the end of October or November. Therefore, I notified my apartment manager that I was not moving and she said she has already leased my apartment. She said if I wanted to stay I would have to pay a transfer fee, sign a new 7 month lease and pay another deposit.
Is this customary. With signing a new lease it locks me in until the end of February and now I will have to pay a buy-out again in October or November.

Consult with a lawyer, learn your rights as a renter. My guess is that you are being screwed. Good luck!
