No, Dale, 15 years is insufficient. I would say a minimum of 20.

I hope there is some way to keep this monster from every owning an animal again especially since this is not his first offense. Of course this would come after locking him up for, let's say, at least the puppy's lifetime plus another twenty.

In a case like this they should have given the guy a taste of his own...drag him up and down the street...I agree with Minervah that he should never be able to own another animal again.
