Good Samaritan laws would not apply here, sovereign immunity would.
The US Gov, States, (and probably DC) can not be sued with out there permission. (But lawyer try to do everyday).
I could see the DC not wanting there fire dept units to do Self Dispatching, Those firefighters do not have a "Total" picture of everything going on in the city. One Fire Truck from that house was already out on a call. The Fire Truck that was left in the fire house may not have had the Equipment to handle any type of medical emergency. Since the other truck was out, they might have have enough firefighter in the house to do a run, due to under staffing.
So even if they did self dispatch themselves, they might not have been able to do anything.
I am normally, because I am one, very sympathetic to first responders. However, IF (big IF), this story is true as written, these firemen were wrong. They should have assisted this man, period. Protocol's, et al are not an issue. Go, help him. Common sense dictates it.

the man was not having a heart attack?
noone knocked on the fire station house?
there was noone inside the fire station?
noone told the fireman there was an emergency across the street?
the fire station was not across the street?
