It may be sad, but in today's age it is a very understandable reaction. Approaching that child could get you arrested an accused of being a pedophile and have your life ruined over trying to help out the shivering child. Sadly, as much as I would want to get the kid warm, I would be more likely to call police and inform them and let them handle it to avoid any potential legal issues. It's just not worth the potential legal trouble to get directly involved.
