If Time actually means its for the person who had the most impact, good or bad, then they come out and say it - "Most Influential Person of the Year". But right now I think the problem is that "Man or Person of the Year" sounds too much like a positive compliment.

I agree with you in regards to this, though it is worth noting that, as far as I know, TIME Magazine did previously try clarifying that being given this title/recognition is not an award.
