Sorry, butt he way life works is people can choose to work hard to live in a nicer environment. This basically removes that possibility.

I haven't lived in New York City for a long time, but when I did, the neighborhoods always seemed to be sort of a mixture. For example, there were hugely expensive apartments and co-ops and condos, and yet some buildings on the same block might be rent controlled.
