He's only sorry that he was caught. He's a sorry excuse for a human being. He should be kept in small cage with no food, water, or restroom, then yanked out every now and then to be kicked in the ribs.

You cannot drive home the point that this behavior is unacceptable unless the penalties are severe enough. A 100k fine to a CEO of a billion dollar company means nothing. He'll write the check, maybe do some community service, and move on. Basically a speed bump in his daily life. He's only apologetic because he was caught on the video and exposed for the type of person he really is. I pray he never owns another pet.

If you receive a speeding ticket for $150 bucks and you only make 30K a year, do you think that same speeding ticket should be $150,000 if you make 3,000,000 a year? Also, do you feel you should be fired because of your speeding ticket?

Actually, the fines should be linked to income; the purpose of the fine is to act as a deterrent, thus should be linked to income to act as this deterrent. Finland for example has this system.

Exactly this. Being of ordinary means, I'm going to feel a $150 ticket much worse than someone worth 3 million is going to feel a 150k ticket. I also have a problem equating animal abuse with speeding tickets as the other poster did.
