Nah. Sounds like too much TV sensationalism to me. According to the US Census, the Black race is 13%. Whites are 77.7% and if you split out Hispanics we have 62%. That math speaks for itself.

The way that Black males are killing off each other I don't think we are going to be seeing much change anytime soon. So I think your dreams of the USA turning into the Congo are going to remain just that, dreams. Though we may see a few more places devolve to the Black mean like Detroit. It's 88% Black now and 100% dependent on resources provided by the rest of mostly-White America.

So I don't think anyone is losing sleep over your prediction.

Despite my criticisms of the US, I'm not sure that's true. I'd examine the proportion of people of color already in their parliaments and local governments in the case of European countries, and people of dark color in the southern Americas. France, Britain, and Germany have their own ultra-right/ultra-white movements as well.
